A Quick Overview of the Bill
​Proposition 2 (also known as Assembly Bill 247) was approved by California voters in November 2024 to improve public education facilities across the state. It provides $10 billion in funding—$8.5 billion for K–12 schools and $1.5 billion for community colleges—to support construction, modernization, and safety upgrades.
The funding can be used for replacing older school buildings (75+ years), supporting schools on military bases and in small districts, and addressing health and safety needs like lead testing in drinking water. Grants may also support seismic upgrades and expanding broadband internet infrastructure on school campuses.


Funding Requirements
Under California’s Proposition 2 (AB 247), school districts must submit a governing board–approved, five-year Facilities Master Plan (FMP) to be eligible for state funding for new construction or modernization projects. The FMP must include:

An inventory of existing facilities, including construction dates, square footage, modernization history, and key features like libraries and cafeterias.

Classroom capacity, based on current state guidelines.

Projected enrollment for the next five years.

A capital planning budget, outlining proposed projects.

Identified funding sources for the proposed work.

Verification of the district’s assessed property value.

A certified deferred maintenance plan for ongoing facility upkeep.

A narrative explaining how the FMP aligns with the district’s Local Control and Accountability Plan (LCAP).
Districts must update their FMPs as conditions change—such as enrollment shifts or facility updates—to maintain eligibility for state funding
